Improve how the matchmaking filters work. It should find more lobbies and work more like unmodded matchmaking with the filter enabled.

This version is partly incompatible with Snh20's Crime Spree Rank Spread Filter Fix. You cannot use that mod and also use the Silent Assassin Matchmaking filters. If you set the filter to "Any", you should be able to use both mods.
